Initially the RoHS directive will only cover suppliers to EU member countries, but other areas such as California are already starting to take onboard RoHS style initiatives, and so it is expected other areas will be forced to follow suit.
Therefore, any products supplied to an EU member country after July 2006, must be RoHS compliant. However, there are a few exemptions (Military, Automotive, Severs/Telecoms, etc.). These exemptions are more temporary, and will be under review.
